The Ministry of Road Transport & Highways (MoRTH) has been facilitating computerization of over 1300+ Road Transport Offices (RTOs) across the country. RTOs issue Registration Certificate (R.C.) & Driving License (D.L.) that are mandatory requirements and are valid across the country, subject to certain provisions and permissions.

With wide variations in state policies and manual/ system based procedures being followed across the country, it had become necessary to define same standards for these documents on a pan-India level to ensure interoperability, correctness and timely availability of information. SCOSTA committee setup for this purpose had recommended a uniform standardized software across the country. The Ministry thus entrusted National Informatics Centre (N.I.C.) with the task of standardizing & deploying two softwares – VAHAN for Vehicle Registration and SARATHI for Driving Licenses and of compiling the data with respect to Vehicle Registration and Driving Licenses of all the states in State Register and National Register.The applications VAHAN & SARATHI were conceptualized to capture the functionalities as mandated by Central Motor Vehicle Act, 1988 as well as State motor vehicle Rules with customization in the core product to suit the requirements of 36 States and UTs.

The latest initiative has been to centralize both these applications for ensuring higher tranparency, security and reliability of operations through a countrywide unified database and provision of a highly citizen and trade centric web enabled environment. The new application being developed would provide for a multi-user environment wherein the end customers (citizens) may be empowered to perform most of the RTO related transactions (including payments) either from the comfort of home or from authorized third party service provider/s in their vicinity. This will also help, to a large extent, in removing the hassles and queues faced by citizens currently (in visiting RTOs for elementary types of transactions),minimizing the extensive paperwork currently being done on the ground and reducing the possibility of middlemen exploiting the uneducated / uninformed citizens. Going forward, mobile based applications would be developed and systems utilizing the Aadhar Based identification would also be integrated with the Unified RTO database for higher security and ease of operations.

With steady steps in direction of achievement of its Vision, Mission and objectives , the ministry is progressing towards provision of improved service access to citizens with quality and efficiency in service delivery, transparency in the system and reduced workload for RTO staff.

As the sun rises on the first day of Medam, the Malayalam month that marks the beginning of the traditional Hindu calendar, millions of people across Kerala and other parts of South India celebrate Vishu. This joyous occasion is a time for family reunions, feasting, and offering gratitude to the divine.

Vishu is celebrated with various customs and traditions, each with its own significance. One of the most popular traditions is the Vishukkani, which means “the first sight.” In this ritual, an elaborate arrangement of auspicious items, including flowers, fruits, vegetables, grains, and gold coins, is set up the night before Vishu in front of the deity’s idol or image. The arrangement is viewed by the family members as soon as they wake up on Vishu morning, and it is believed that the first sight of the Vishukkani brings prosperity and good luck for the rest of the year.

Another important custom of Vishu is the Vishukkaineetam, in which elders of the family give money to younger members as a token of love and blessings. This custom represents the continuity of family ties and the sharing of wealth and prosperity.

Vishu also involves a lot of feasting, with families cooking and sharing traditional dishes like Vishu Kanji, a rice porridge made with coconut milk, and Vishu Sadya, a grand feast with various vegetarian dishes served on a banana leaf.

Vishu is a time for renewal, reflection, and celebration. As we welcome the new year, let us embrace the traditions and customs that define our culture, and let us remember the values that bring us closer as a community. The most significant of rituals related to Vishu celebration is the viewing of the Vishukkani, which literally means ‘the first thing seen on the day of Vishu’. Vishukkani consists of a sacred ceremonial preparation of all auspicious items considered to be the omen of good luck and prosperity. These include coconut, betel leaves, arecanut, Kanikkonna flower (Golden Shower), raw rice, golden cucumber, jack fruit, a traditional metallic mirror, gold jewellery, a holy book, new cotton dhoti and coins or currency notes. All these articles are placed in an Uruli (a special vessel made of bell metal). A traditional metal lamp called ‘Nilavilakku’ is also lighted and placed alongside the Vishukkani before the deity of Lord Krishna (representing Lord Vishnu). The lamp is lighted by an elder female member of the family in the early hours on the day of Vishu and the others are led with their eyes closed to get the sight of Vishukkani as the first thing in the morning. Verses from the Ramayana are recited and firecrackers are burst.

During Vishu people buy new clothes or Puthukodi to wear on that occasion and as per the custom give money to family members and friends called as Vishukkaineetam. They also prepare a feast or sadya which includes cuisines like Mampazhappulissery, Veppampoorasam, Vishu kanji and Vishu kutu. As per the ancient belief an auspicious Vishukkani seen at dawn of this day is considered lucky for the entire year so it is prepared with lots of care to make it a positive sight. Reading verses from the epic Ramayana after viewing the Vishukkani is auspicious and it is believed that randomly opening a page from this epic and reading it will have a bearing on that person’s life in that year. As per Indian astrology Vishu festival comes when the sun crosses the plane of the earth’s equator, making night and day approximately equal length. The meaning of the word Vishu in Sanskrit is equal and this is the day when farmers in Kerala start their agriculture activities.

Vishu is celebrated all over India under different names like Bihu in Assam, Baisakhi in Punjab, Puthandu in Tamil nadu and Bisu in Karnataka.

Android phones are susceptible to hacking and spywares that usually come to the device in the form of an attachment, a web link or images. Samsung has been focused on changing the risks that you face with Android as platforms like Samsung Knox provide the additional layer of security. Now, the company is bringing another tool that will ensure that all images are first scanned in the background before letting you open them. Samsung is calling it the Message Guard which for now is compatible with Samsung and Google’s messages app.

Zero-day exploits tend to pose a big risk for many smartphone users, even allowing the bad actors to illegally gain access to your device and all the data residing on it. Samsung wants to help prevent that with the Message Guard. Samsung has also mentioned that other third-party apps (hopefully like WhatsApp) will also be offered with the Message Guard, which could prevent a lot of mishaps.

Having said that, for the initial phase of its launch, Samsung is offering the Message Guard for those buying any of the new Galaxy S23 series phones. And later this year, other Galaxy phones will also get the feature.
